Sack paper for standard filling speeds, where tensile strength matters more than stretch.
At the mill
Standard sack kraft is made without a compacting unit, so asking for more machine-direction stretch moves you to a semi-extensible or extensible grade. A lower Gurley value lets filled sacks vent. The mill gets it by refining less, keeping fewer fines and pressing lighter, and each of those moves trades away some strength, so porosity and tensile are tuned together.
